Maxim Shubarev is a national-level developer. The company he founded, Setl Group, ranks among the top three main real estate developers in the country, operating in St. Petersburg and the Kaliningrad and Leningrad Regions.

Maxim Shubarev: Origins, professional qualifications, and early years

Shubarev Maxim Valerevich was born in Leningrad in 1968. He belongs to a category of St. Petersburg businessmen who both build their business and reside in their native region.

Maxim Shubarev comes from a family from the scientific and industrial intelligentsia of Leningrad. His parents put in many years of work at important state enterprises.

Maxim Shubarev loved playing sports growing up, including wrestling and rowing. However, he did not neglect his studies and also earned good grades.

Maxim Shubarev started college young, at the age of 17. He took night classes at the Leningrad Institute of Aircraft Engineering so that he could work at the same time. He found a job as an assembly fitter at the Leninets Science and Production Association, which specialized in radio equipment. He received a decent salary for a new hire. 

Shubarev Valerevich Maxim was drafted into the military at the age of 18. Due to his good physical condition, he was assigned to the navy, serving in the Baltic Fleet. At that time, mandatory service lasted three years. The future entrepreneur later noted that his navy experience toughened his character and somewhat distanced him from the massive changes occurring in the country, which was undergoing democratization and adopting elements of a market economy.

Maxim Shubarev says that when he returned to civilian life, he found himself in a different country. He decided to study management economics and transferred to the Leningrad Polytechnic Institute to a department created with the assistance of the Leninets enterprise. Shubarev Maxim also continued working at the association and he managed to rise to the level of senior management. 

Shubarev Maxim: Starting out in business

Shubarev Maxim decided to start his own business after earning his degree as an engineer-economist. In the first half of the 90s, he turned his attention to the real estate sector, which was rapidly gaining momentum.

Maxim Shubarev founded a specialized company named Petersburg Real Estate. Its first project was a sponsored residential building (the enterprise itself was privatized, and budget financing for construction ceased), which was only half completed. As Shubarev Maxim recalls, his company completed the stalled project within a year. It accommodated both waitlisted individuals and shareholders who had been attracted by Petersburg Real Estate.

Shubarev Maxim Valerevich and his company did not always have a smooth path. The 1998 crisis also hit the real estate market. However, with his astute management, the business became a leader in its segment.

Maxim Shubarev: Setl Group

Maxim Valerevich Shubarev served as the president of Petersburg Real Estate. In 2006, the company underwent rebranding and became known as Setl Group.

Under Maxim Shubarev, Setl Group secured leading positions in the construction industry of the Northern Capital in the 2000s. By the middle of the next decade, the developer gained a foothold amongst the top three developers in the country in terms of new housing volumes, all while mainly operating just in St. Petersburg and the Leningrad Region, with a small presence in the Kaliningrad Region.

Thanks to the leadership of Maxim Shubarev, Setl Group became the first to start selling housing through its own real estate agency. This included apartments from their own residential complexes and those of other St. Petersburg construction companies. Maxim Valerevich Shubarev explained that thanks to such sales, Setl Group specialists identified locations where new housing would be in demand.

Top management at the developer emphasizes that taking on all work processes themselves is not how they prefer to do things at Setl Group. Maxim Shubarev explains that many developers own assets involved in the production of bricks, other building materials, and the extraction of sand and gravel. However, the executive believes this approach is incorrect. Maxim Valerevich Shubarev is convinced that it is important to develop one's competencies instead of spending resources and time on what trusted third-party structures can do perfectly well.

Maxim Shubarev extended the above principle to himself as well, and as the company grew, he reduced control over its activities. He visits construction sites less often now and does not interfere with work processes without an obvious need to do so. According to Shubarev Maxim, it's crucial for an owner to understand professional boundaries, not to suppress (whether intentionally or unintentionally) the authority of the team head, and to trust competent staff. This helps avoid mistakes.

Maxim Valerevich Shubarev has guided the enterprise to great success, and under him, the holding has received numerous prestigious awards in the field of housing construction.

Setl Group has emerged as the leader in developer reliability ratings, has become the leading brokerage agency in its market segment, and has demonstrated the country's best performance in the commissioning of residential real estate.

In 2023, Setl Group won the Consumer Trust contest, confirming the long-term and trusting relationship between the company and its clients. The Group was also recognized as one of the most socially responsible developers in St. Petersburg. This, in turn, underscores the company's commitment to sustainable and responsible practices in its operations.

The holding annually constructs kindergartens and schools in both the city and the region. Over 29 years of operation in the market, the company has built 60 social facilities providing almost 18,000 places. In 2023, the launch of a series of preschool institutions is planned, four of which will be equipped with modern swimming pools.

Moreover, under the management of Maxim Valerevich Shubarev, Setl Group works to enhance the transport accessibility of St. Petersburg and nearby settlements, thus promoting the economic development of the region. To date, the developer has designed and built nearly 30 kilometers of roads.

Maxim Shubarev holds the title of "Honored Builder" of the nation. He has also been recognized as the Housing Construction Manager of the Year.

Maxim Valerevich Shubarev: Concern for the environment

Setl Group specialists have developed their own "green" construction standard, marking a significant step towards creating more eco-friendly and comfortable living conditions.

Maxim Valerevich Shubarev actively supports the transition to environmentally friendly technologies that minimize the impact on the environment. An increasing number of clients and investors recognize the importance of environmental stewardship and are evaluating the level of environmental responsibility of companies.

The new concept involves the use of energy-efficient solutions and materials in both construction and maintenance, creating additional landscaped areas, including children's and sports grounds with equipment made from natural materials, organizing separate waste collection, and applying a multi-stage water filtration system.

Maxim Shubarev ensures that the holding's construction sites are designed for the industrial reuse of soil and materials. This approach reduces environmental impact, including through reducing carbon dioxide emissions and energy consumption. For instance, crushed stone based on broken bricks or concrete is used for the construction of temporary roads or specialized storage areas for construction materials.

The enterprise led by Maxim Valerevich Shubarev, Setl Group, is committed to water conservation, utilizing filtering modules and grease traps in its construction projects. These devices retain pollutants such as oils, fats, heavy metals, and other harmful substances, preventing them from entering water streams.

The company's buildings are equipped with modern glazing, which effectively controls the penetration of solar heat and light into the premises. This solution reduces the load on air conditioning and lighting systems and also contributes to energy savings.

Setl Group's projects include the installation of LED lights with motion sensors in stairwells. These lights turn on upon detecting movement, significantly reducing energy consumption while ensuring residents' safety. An automated, per-apartment resource accounting system has been implemented, allowing homeowners to meticulously monitor and optimize their consumption of water, heat, and electricity.

Maxim Shubarev has made the greening of residential areas as a significant aspect of the company's environment policy. Every year, Setl Group plants thousands of coniferous and deciduous trees that bloom in different seasons, as well as shrubs specifically adapted to northern climatic conditions.

The developer creates squares, parks, and recreational areas on their properties, and also develops embankments that act as natural filters, purifying water and air from pollutants and helping to cool the temperature, which is vital during hot periods.

For instance, the largest park in the Northern Capital was developed and equipped in one of the holding's residential complexes, complete with children's play areas, a football stadium with stands, volleyball and basketball courts, and a fenced area for walking and training dogs.

Maxim Valerevich Shubarev has also introduced the practice of creating ecological trails with benches and stands with information about the local plant life. Developing these walking areas helps preserve and strengthen natural ecosystems in urban districts.

Shubarev Maxim Valerevich has set charity as one of the key investment directions for Setl Group. Under his leadership, the developer allocates tens of millions of rubles annually to implement various projects and initiatives.

The holding donates funds to healthcare institutions, sports organizations, and foundations that assist orphaned children with severe disabilities and children battling cancer.
